I don't think you have to have been perfect at something in order to criticize somebody, or their work. At the same time I don't think anybody has the right to bully a person for anything, regardless of how perfect they are. Like if Usain Bolt came up to me like "lol fkn noob, can't you run 27mph? l2r", he's pretty fuckin' fast and everything, but that doesn't give him the right to be a dick.
