Naruto and Sasuke's traumas impeded any development their relationship could have had at this stage and led to their refusal to perform the unison sign. They made progress during the Land of Waves and held hands as Sasuke helped Naruto (a moment singled out as special because Sasuke included it in his precious deathbed memories. However, a series of unfortunate events during and after the chunin exams led to their separation. Even so, their childhood desire to connect led to the formation of an inner fantasy, one in which they were able to let down their walls and connect in the way that they'd wanted to as children... and this fantasy was revealed during their clash. In their splash page scene during the 5KS arc, there was emphasis on their hands reaching out towards each other amidst battle. After Naruto reassured Sasuke of the depths of his love, they were able to hold hands without even having hands (peak soulmatism). And of course, they held hands to save the world.

Kishimoto really is right about hands being as expressive as eyes.
