Blaming All Might is really unfair, he gave them 30 years of peace and instead of trying to do something to better their social system, they decided to be lazy, because as much as Toshi gave them someone to rely on, that didn't mean they had to give him ALL the responsability. They're also responsable for their own country and are very capable of making decisions, and yet, they made him feel that he had to do it all (like in a group proyect where if you don't do it, no one will: see cap. 1) >:/
