in some rural villages, many citizens illegally sneak into the woods to hunt, fish, forage, swim, and canoe because the forest is so dense that it's hard for peacekeepers to stop them

hockey actually used to be a popular pastime during the winter, with citizens sneaking off to play on frozen lakes, but it has become hard to organize such large groups with peacekeeper crackdowns, and nobody can afford pucks or sticks anymore
there are tales told in district 7, of hungry monsters dwelling in the woods and large creatures swimming in the depths of the lakes
district 7 is hardworking and community-oriented, yet fiercely independent - aside from the career districts, they are probably the district with the strongest sense of 'district pride'
