Firstly, it denies accountability, since he gave up his title and probably his riches (land & whatnot that came w it) he cannot compensate whoever needs compensation, and most importantly, he cannot push for change as he has been doing from the inside of the system. I've seen someone say that the movie "tears the system down" but that is not true, it only alludes to Maltas' liberation. The Great British Empire continues intact, and now presumably more conservative since the one person pushing for real change in politics gave up his title and thus lost his place in the House of Lords. That's incredibly stupid. Tewkesbury was supposed to be not just any nobleman with a cute hobby (gardening), but a young, outspoken Lord giving voice to progressive ideas most other nobles didn't want to address. This is literally SO relevant in the past two movies and they chose to so carelessly throw that built up away for literally no good reason. How does it contribute to the colonized countries & the minorities within Great Britain if there're less people in power to push for their protection? It doesn't. It just makes Tewkesbury look "good" for a moment, while literally doing nothing, neither for the story, nor for his characterization, nor for the people he was supposed to make amends with. And worst of all, as a character he's been all but stripped of his importance. He's now just Enola's husband, nothing more.

Secondly, giving up his title doesn't mean that the social pressure Enola withstood will disappear. Sure, it'll be easier to be married to commoner Tewkesbury rather than Marquis Tewkesbury, but she's already an infamous figure in society and as a woman taking on the role of a man, a lot of people have been looking down on her and judging her for her choices anyway. Not to mention, Tewkesbury judgy & rude family won't disappear just because he gave up his title. She'll still have to deal with them for as long as they stay married.

Finally, giving up his title actually gives Enola less freedom & less protection. Since it's a monarchical society, she'd have more importance and thus more leeway as the wife of a well-known nobleman rather than a powerless commoner, and Tewkesbury's riches would have made plenty of things easier in her life, including not having to depend on Sherlock anymore. When she was negatively involved with powerful figures, the one that came to her rescue using his power as a noble to influence her release was Tewkesbury; this happened in all three movies, btw. And now she does not have that. She won't have his connections to nobility anymore, so if high profile cases involving powerful people arise, she has no way of being involved. No matter how "bad" being a Marchioness would be for its duties and expectations, it'd be far more advantageous for Enola specifically, given the high risk career she chose to pursue. Not to mention the fact she lives in a still highly misogynistic society that has very little regard for powerless women (as shown in previous movies!) Gosh, it's so silly to pretend otherwise.
