So, first of all, the definition of gender dysphoria on the NHS website is "Gender dysphoria is a condition where a person experiences discomfort or distress because there's a mismatch between their biological sex and gender identity." and as we know, the definition of transsexual is (taken off of google because, again, I can't explain for shit myself) "a person who emotionally and psychologically feels that they belong to the opposite sex." Without gender dysphoria, you can't be trans, they have similar, if not exactly the same definitions. There's a mismatch between the gender and sex.
Now it’s not a “you can’t have one without the other” situation entirely. People can experience mild dysphoria and choose not to go through with the surgeries and choose not to “identify” as trans, however, if you are to identify as trans yet not experience gender dysphoria, it does not make sense. There would be absolutely no need to transition since it’s the cure/relieves gender dysphoria.
I used the definition for transsexual simply because the definition is shorter and simpler lmao.

here’s something we also have to understand: we genuinely do not know who has dysphoria unless this person tries to self diagnose, accurately at that, or until said person gets an official diagnosis, which may not be possible. nonbinary people can have dysphoria. thats what makes them trans people. just because they’re confused over their identity does not make them cisgender. this is stupid to have to fucking say, and explain to the community.
