That IS merging the two forces. I don't think most people think physically boots on the ground merging (I didn't) when someone says that, but this appears to be everything but that.

But it's it's terrible. I didn't even realize it prevents the president from prohibiting intelligence sharing with the IDF. They're really trying to bake our collaboration with Israel into law now because they see public support rapidly declining.
