I know the normal answer is "they just aren't smart enough for it" but idk I've seen enough media where a character uses a spell in a moment of brain-off panic ilI feel like animals could probably stumble into a spell or two like, accidentally

Either through observing or just figuring shit out ravens could 100% learn how to cast spells I'm sure of it
Dogs can also cast Magic Missile but every time they do the projectile is shaped like a bone or a stick and they chase after it
group of wizards who ask this in-universe, and after extensive study learn to their surprise that animals are casting spells all the time, just that their magic is so fundamental as to be unrecognizable to humans. turns out the only reason acorns grow on trees is because squirrels keep wishing for them.
When a species becomes extinct humans have to figure out what kind of magic they were doing to keep the ecosystem from becoming out of balance

one tidbit sing shong dropped that has always lived rent free in my head is that, despite orv's theme of consumption of the other, particularly as a means of survival, cannibalism remains sort of ultimate taboo in the star stream that results in you being punished via transformation into a monster. even in a world seemingly devoid of laws, there is still this one thing off limits that even survival can't excuse. for incarnations, at least. for constellations, consuming the other is not just acceptable but is the core tenant of their literal existence. also, it is symbolized by constellations tearing into meat!
and of course there is the metaphorical consumption at the heart of orv, with the reading and internalization of the external (i.e. "i am yoo joonghyuk") and so on so forth being depicted as necessary for survival just like food and water. the tree of paradise can only grow through consuming others, and likewise we see our main cast grow through consuming the stories around them.
though it fits right in with the idea of 'fighting for your survival by trampling on others' encouraged by the scenarios (something yoo joonghyuk directly references as a form of feeding), survivors in the immediate apocalypse lose their humanity for eating each other. this is despite the care sing shong put in to show consumption in a very sympathetic and ultimately intimate act, which by the end of the novel has only served to make the constellations more human, so altered by their consumption of kimcoms story. and yet this contradiction is never really reconciled or even referenced. likely it is a result of the cannibalism-turning-you-into-a-monster thing being a one off line that literally never comes up again that i am just weirdly obsessed with.
