Some thoughts / headcanons on OWCA as an organisation (slight warning for usage of animals as agents, raising them to fight, etc) because I’ve been thinking about how I wanna interpret OWCA for a couple of stories
OWCA was implemented as a secret agency most likely throughout or after WWII — it began as a partnership between the US intelligence service & an underground animal resistance group. When a taskforce (or similar) discovered the existence of intelligent animals, instead of revealing their existence to the world, the two parties agreed to create a secret agency and use the cover of the animals for good.
Initially, it was a great balance and relationship — the animals got to continue the work they’ve been doing to make the world a better place but they got resources, money, and for some animals, the ability to live more ’normal’ lives. Becoming an agent was appealing for many intelligent animals — it meant agency and freedom even if it was a dangerous occupation.
In the early days of the organisation, animals & humans would work together as field agents + officers.
Over the decades, the organisation slowly shifted. Increasingly, the agent positions would be taken by animals and the managerial positions would be taken by humans. It shifted from being a partnership to an organisation where the animals were increasingly used as tools.
Slowly, instead of just recruiting grown animals, they started to raise & educate younger animals — this began both as an initiative to save endangered species (such as the platypus) but also to make the transition of animals from the wild into human society easier. It quickly turned into something else.
Throughout the Cold War, the organisation was somewhere between where it was when it was originally created & where it would end up after. Most animals wanted to be part of the organisation but with more raised by the system and increasing demands from the organisation, some slowly realized it was not what they had been promised.
OWCA was a primary part of the Cold War / other wars — with the Cold War over, OWCA became an organisation without purpose and became heavily defunded and seen by the US as a crazy experiment. With less resources, less money, and less prestige — OWCA became an organisation without a purpose and a corrupt leadership.
Throughout the 90s and early 2000s, this was when OWCA slowly went through a transition to fight evil scientists (and other maniacs) instead — and significantly most animals were raised & entrusted by the system by OWCA itself. While no longer a military agency in the same way, they instead became a pawn in a pointless game played between crazy scientists / villains and the higher-ups of OWCA (primarily Colonel Constraction & the other leaders).
So, by the time of canon, OWCA is an outlier of an organisation — once a prestigious cooperation, it’s now a corrupt organisation primarily run by a few power-hungry people from the top.
When Francis takes over the organisation, initially, it goes well. But it’s over the next year that what the organisation has become and what has corrupted it become oh-so-more-clear — to an ignorant Francis, the animal agents, and other individuals in the organisation.
In my head, at the end of S5/S6, OWCA is essentially ’uncovered’ as the organisation it has turned into and dismantled — Carl, Monty & Perry (with the help of many other people i.e Doof too) become involved in helping the organisation become what it once was. Francis leaves the organisation — somewhat of a villain but also somewhat as someone who was raised in a system and unaware he was enforcing it on others.
