I don't know about anybody else, but every time I've dealt with writer's block, it's stemmed from fear. Fear of writing badly. Fear of wasting my time. Fear of disappointing people. Fear of getting it wrong. With the amount of worrying I sometimes put into my novel, you'd think I had someone ready to ship it off to the presses as soon as I stopped typing. The best way I've found to get over fear is to remind myself that if I don't like a chapter or scene or sentence, I don't have to show it to anyone. If I want, I can rewrite a sentence a hundred times before I let anyone see it. It's a balancing act there, because obviously you have to get outside input at some point, but reminding myself that I'm in control of who does and doesn't see my work can lift a huge weight off my shoulders. .
