Now, that said, I think this is the relevant part of the South Korean statute controlling this issue:

(3) A marriage may not be allowed between the parties who were the blood relatives of adoptive parent line within the sixth degree of relationship and the affinity relatives of adoptive parent line within the fourth degree of relationship.

(Obviously this only applies to marriage, dating is a free for all)

(Also let me know if any of yall would be interested in a breakdown of what the language actually means because...statutes are hard) (and granted I'm working off a translation but tbh translating legal documents tend to be more straightforward than like...general media)

Now practically what this means from a legal standpoint is that (excluding any other issues) (and also keep in mind that I don't practice in South Korea), if Mira were to be formally adopted by Celine, Mira and Rumi would not be able to get married.

If Celine only has legal guardianship over Mira, then Mira and Rumi would be able to get married.

Now because Zoey doesn't have a formal legal relationship with Celine, the incest issue doesn't even come up for her. (Legally, at least).

Now would the general public consider a relationship between Mira and Rumi incest...maybe? I think it would at least raise eyebrows and be considered incest adjacent because they're being raised in the same house by the same parental figure.
