I don't care what anybody else says. Regulus is absolutely not comfortable with silence.
He associates silence with his family home, which doesn't exactly bring happy memories. Grimauld place was always cold and dark and so silent. No child giggles, or laughter. Their parents always said, children should be seen and not heard.
Silence also makes him overthink, because why isn't the other person speaking to him? He tends to blame himself for everything, even when it is the other person's fault.
Regulus is not comfortable with silence because he is not comfortable with his thoughts. His mind is not a nice place to be stuck in. He doesn't like himself, especially before he started his transition and it's easy for him to spiral into self-hatred.
So no, regulus doesn't like silence, which is why he is such good friends with barty and evan. Their chaotic personalities and the fact that they never shut up keep regulus out of his head and provide a distraction.
Regulus doesn't like noise either though. He gets easily overwhelmed and usually wears his headphones even when around his friends. Sometimes ignoring them
That being said, Regulus prefers there is talking for him to ignore, than being surrounded by silence
