The tragedy of Leviathan the Lost, or Waljas, the child Dominant of Leviathan, is presented via his frozen state. Waljas showcases the absolute terror a Dominant can be as a child. The tragedy of Waljas of his own people attempted to use him as a source of crystals rather than treat him as a human being. It's even more disgusting given how Waljas is a baby and they attempted to use him, not recognizing his innocence, save for his mother.
Notably, Leviathan's theme is from the very first trailer of Final Fantasy XVI. The trailer theme was amazing, and Soken turned it into an actual theme. In that way, the theme serves as a perfect musical bookend and conclusion, with Leviathan being the final Dominant boss fight of the game.

Somnus is treated by his people exactly like how Waljas is treated by his people upon his birth. A people hunted to near extinction during the Astral War for still bearing magic and forced to hide on the land which would be Lucis (Lorule instead). The war ended but the people fear being hunted further, search for a way to hide from those who might still genocide them. For the crime of being born, being marked as Eos's (Dominant) Chosen, Somnus is turned into, essentially, a power generator, their very own Crystal to provide magic, power, and protection. For the people's prosperity, all it needs is the suffering of one child. The Veil which hides the Lorulian/Lucian people from basically everybody forms not long after.
The Izunias already have their heir, Ardyn, and they never planned a second. Ardyn, of course, does not approve but he's a child so he's not able to stop it.
Ardyn's descendant, Regis, who recognizes himself as Somnus's descendant like how Shula does Waljas, is the one who finds a way to free Somnus and calm Eos from her and baby Somnus's rage and terror over what was done to him.
