I head canon that Valeria is very difficult to make a relationship with especially something genuine once she’s in her narco era. The only two ways I can think of it happening is if she already knew you before, like some sort of history there from her military or even childhood days. (Super mega yearning coming from her end here) The other one is if somehow someway you meet and you peak her interest as someone already involved in dirty work within the cartel. An extra bonus would be like rival gangs or in the special forces which I could only see ending in tragedy. For civilian I guess it’s hard for me to imagine because the civilian would have to be more focused on the luxury of the life Valeria leads and not care about the work she does.
