Ngl, I feel like D-16 and Megatron being separate people would seriously help with the message of that plotline they reuse every continuity.
Instead of it being "Oh this movement's original leader was secretly cruel and evil deep down, which means this movement was flawed since day one," it's "this movement that started with good intentions lost its way once the original leader was replaced with someone who just wanted power" which is far more realistic when you consider history.
