omg yes. I could see Shibazaki starting off as an inspector like Kougami and similarly end up being demoted to enforcer due to how they both obsess over specific/personal cases and such.

that the op made nine criminally asymptotic, which i found really interesting?? though that makes total sense

initially i thought that in the gifset nine was about to be killed by shibazaki's dominator, which would have pulled at my heartstrings a LOT but then i realized that it would make more sense as a headcanon if shibazaki WOULDN'T be able to kill him but rather that there's an external player (like the helicopter dudes in znt) that comes and kill nine instead just like in the znt finale--maybe something equivalent to the scene in psycho-pass where kasei overrides a dominator to kill That One Character even when they weren't at a dangerous level ??? (haha ha ha i'm still sad about that moving on by e)

but as an alternative, what if nine/twelve/five were, instead of being criminally asymptotic, completely invisible like kamui ?? i think with the whole being used as experiments things and their methods and motives they have more in common with kamui than, say, makishima and it would be interesting if somehow they were unrecognized by the dominators at all, since they were the invisible/missing/whatever children in znt just like kamui was in psycho-pass
