Also, thinking back on how initial plan was for Velstadt to be together with Throne Watcher and Throne Defender, it makes PERFECT sense thematically, because:
Velstadt = Shulva
Throne Defender = Alken
Throne Watcher = Eleum Loyce
Velstadt literally was a summon by Elana and has helmet shaped in the same style as crown on the statue in Shulva, Throne Watcher is implied to be Priestess + Retainer pair with Scarlet and shares same movesets with Ivory King and Throne Defender is dressed up all pope-like and has Sun symbolisms whereas Alken did like gods, especially the Firstborn.
Frustrating last minute rewrite if I've seen one, especially since Vendrick did take from each of these fallen kingdoms and wanted to find their crowns... I feel like it could still work just fine, except Vendrick clearly trusted Velstadt more than other two, as he and Raime were his right and left hand men. I would expect a Priestess to leave Eleum Loyce as it was nothing but ice desert now and a Pope to leave Iron King as he descended into hedonism and depravity. Singling out Velstadt also works thematically, as Shulva was the only kingdom somewhat contemporary to Drangleic and Steam page even mentions that Vendrick gave King of Shulva his crown himself.
