The "Look Hooo's Talking" segments aired immediately after each episode up to episode 10, and discuss the episode that they followed. They aren't needed, but if you want to watch them they're best when the episode is still fresh in your mind, so you should probably include them in your reactions for the episodes (after you catch the ones you missed) The "Owl Pellets" shorts aired weekly during a brief midseason hiatus after episode 10, and should probably be kept after episode 10.
I just watched the first three Look Hooo’s Talking and I’m inclined to agree with your assessment. I’m not going to liveblog because they basically just recaps of the episodes with 5407 owl puns thrown in for good measure.
Anyway, Owlbert and Hooty are the most important characters in the entire show and don’t let anyone tell you otherwise.
