These were teens who applied for membership in the Legion of Super-Heroes, but were rejected because their powers weren't strong enough, unique enough, or too limited. That didn't stop them from banding together and striking off on their own as a sort of LSH back-up.

Usually played for laughs, on occasion they were able to help save the day. For instance, once 30th Century Earth was completely enveloped in a green kryptonite cloud, preventing Superboy and Supergirl from traveling to the future to partake in Legion adventures. Color Kid stepped forward and used his powers to change the green kryptonite to (to Kryptonians) harmless blue kryptonite. Of course, it had the added advantage of repelling any visits from Bizarros as well.
