the portal is a big gateway to other universes and dimensions, we know that. we also know that it could be used as a super powerful weapon. but hear me out: the portal can lead to the mindscape/dreamscape. it could give humanity a chance to travel into their own mind and do whatever they wish with their memories, fears, goals, etc. it would bring extensive knowledge to our universe from other minds and other universes.  the thing is that a portal that powerful can (canonically) rip apart the universe – if it falls into the wrong hands, of course. and, as you probably guessed, the wrong hands would be bill cipher himself.

in the show, it’s my guess that the portal opened more than once (though the countdown never got to zero). the first couple times it opens, stanley studies it to check for kinks, test trials, etc., and after a little bit he starts to notice the rather negative things. jumping to another thing: bill has possessed stanley before. the journals show us that first with bill being portrayed as “friendly,” and then being warned to “never let him into your mind.” stanley has been possessed by bill before. now, there’s also a theory that once bill is allowed entrance, he can re-enter whenever he pleases. this would include gravity falls (”oh, gravity falls, it is good to be back” - suggesting he was banished but allowed back after being summoned) and other people’s minds. that’s right – when someone lets bill possess them, bill can just hop right back in when he needs to. going back to the portal – the last time they open it up, stanley tries to go in with a rope to see what’s on the other side before the time goes out. however, when the portal opens, bill comes out. it wouldn’t be unexpected, i mean, bill tampers with alternate realities. the portal could lead to the mindscape. they just didn’t expect him to be showing up through the portal.

just as they realize what’s going on, bill possesses stanley. he burns away the rope around him. now, here’s where it could be split into two parts: one (the less painful one): bill (stanbill? billey?) jumps into the portal to essentially get rid of stanley two: before bill could do anything bad, stanford is forced to push his brother into the portal.
