The Lil car guy is an 80s SonAi "bump n go". This brand is famously known for knock offs. They made a lot of these cartoon cars that drive around until they hit something and then change direction and they were very cool :3 this one also plays a siren noise.
Theres a more popular santa version from this brand that plays chiptune Christmas music :3
it looks like they put beads around him to decorate him some or maybe hide the fact he has a whole ass gun mounted on his patrol car 😭🤣 im not sure what character he was supposed to be. But there are fake Disney character versions as well.
