Avengers 1: Captain America Costume
So, I realized that I have no idea how the helmet of the 2012 suit works.
On one hand, it's clearly separate from the jacket of the suit, but on the other, it's attached to it even if Steve isn't wearing it.
There's a scene in the final battle when one of the Chitauri tears it off by pulling it back, and that's when I realized - it's not a helmet, it's a ski mask.
They sent Captain America to fight gods and aliens in a balaclava. And based on the way it folds on his back like a hoodie, I sincerely doubt it's made out of something actually protective.
I also found this photo on Reddit.
And you know what the Avengers 1 suit looks reality similar to? The USO costume.
The neck is the same, the mask is the same, it has the blue belt and the white on the arms, the same obnoxiously bright colors. These are the only two versions with no buckles - meaning that Steve has to hold the shield in his hand the whole time he's fighting and I'm sure that's so practical.
It has the stupid wings too, if you look at the first photo in this post.
Here's an exchange between Steve and Phil Coulson, talking about this suit - "We've made some modifications to the uniform. I had a little design input."
"The uniform? Aren't the stars and stripes a little... old fashioned?"
"With everything that's happening, the things that are about to come to light, people might just need a little old fashioned."
It's not a uniform. It's not a superhero suit. It's costume. It's a joke. And SHIELD sending Steve out to fight in it, telling him it looks like this on purpose, they're telling him that they want him to be a soldier but they also want him to be a symbol.
Whatever that costume is connected to, whatever seventy years of comics and movies and propaganda made out of Captain America with no input from the man himself - that's who they want him to be.
And it's just another way the modern world is telling Steve that while they need Captain America, they could not care less about Steve Rogers.

Antoine distractedly replies, having a hard time pulling himself away from the sample.
Antoine: Yes? Ah. Yes. The blight samples. They're like nothing we've seen. Or anything in the Warden records.
Antoine: And Rook, I believed you, but to hear it… I almost hear voices in it. The gods calling the blight.
Antoine: And I can… I almost hear voices in it. The gods calling the blight. Rook: I can't hear anything. But if you believe me…
Evka: We knew things were bad. But if the blight's being called, the situation's more unpredictable than we thought. We need to—
The First Warden walks up.
First Warden: I give you two rein, and this is where it leads? Chasing Rook's lies?
Rook: First Warden, I—

Evka: If gods control the blight, we need to change how we approach it—
First Warden: Archdemons control blight, and we'd sense if one had risen. We'd make the sacrifices needed to fight it.
Antoine: But we—
First Warden: The blight has increased. Now is not the time to lose focus. Wardens Evka and Antoine, are you sworn to combat the blight?
Evka: Yes, but—
First Warden: Then report back to Weisshaupt and do so.
He leaves.
Evka: That went poorly. Even for a talk with him.

19 - Sarcastic: Do talks with him go well? Rook: Are talks with him ever pleasant? Antoine: We talked about the rain once. It was neutral. Rook: So much for convincing the Wardens. Antoine: We can't give you the Order, but you have us. Evka: We'll keep tracking the darkspawn, and the blight. We'll do what we can. Antoine: And if we learn the gods' plans, you will, too. [22]
20 - Stoic: He’s an asshole. Rook: What an asshole. A lot of people are going to die for his arrogance. Evka: Maybe. Rook: So much for convincing the Wardens. Antoine: We can't give you the Order, but you have us. Evka: We'll keep tracking the darkspawn, and the blight. We'll do what we can. Antoine: And if we learn the gods' plans, you will, too. [22]
21 - Grey Warden: He’s trying to push me out. Rook: I'm a Warden. I know what I'm doing. Why won't he listen? Evka: You're a good Warden. And don't catch yourself thinking otherwise. Rook: Maybe. But I need the Order's help. Evka: There's you, Davrin, me, and Antoine. We make it work with the four of us. You and Davrin work with your new friends. Antoine and I will track darkspawn, and the blight. Antoine: In so-called peace, vigilance. If we learn the gods' plans, you will, too. [22]
22 - Scene continues.
The scene fades, and one of Varric’s narratives cuts in.
Varric: The elven god of monsters had been hard at work. She'd taken the darkspawn and made them so much worse. Now, she and Elgar'nan had their glorious new army. The risen gods were ready. And they had just the target.
