(3rd and FINAL UPDATE!!!) SIBULAN, NEGROS ORIENTAL -- A shooting incident occurred, resulting in the deaths of a local civilian and three (3) high-ranking police officials. One of the victims was the Sibulan Police Chief, who became a victim of an alleged shooting carried out by one of his subordinates. The gruesome violence began on Friday night at about 9:35pm (Dumaguete local time) at the Sab Restobar in 'Barangay Tubtubon, Sibulan, Negros Oriental'.
An off-duty suspected shooter, Philippine National Police's Staff Sergeant 'Bonifacio Ramos Saycon', the 40 y/o resident from Tanjay City, started firing inside the establishment based on the CCTV footage, which is yet to be independently verified by OneNETnews. The first victim named by the shooter was that of an active bar entertainer employee from Pagadian, Zamboanga del Sur wearing a sexy stripper outfit of the mentioned restobar 'Sheila Mae Dinawanao', who was killed while she sat at the bar, right beside its nightclub of customers. Local media reports say it was an unprovoked incident that escalated without warning, and there was an immediate call made to the Sibulan Municipal Police Station (SMPS).
After a successful arrest by a team led by the Sibulan Police Chief, Police Captain 'Jose Edrohil Cimafranca', who apprehended 'PSSg. Saycon' on-site, the suspect was placed into a private Mitsubishi sedan and swiftly returned to the station for booking. Minutes after the suspect went from being processed for arrest to a straight-up massacre. They were on the National Highway and were just in front of the Toyota Showroom when Saycon claimed to draw a gun and turned it against himself. However, his colleagues shot him for this betrayal.
The fatalities of the highway shooting have been identified as Police Captain 'Cimafranca', who is a Chief of Police, Police Senior Master Sergeant 'Tristan Chua', and Patrolman 'Rey Albert Temblor'. All three (3) officers were unalived at that scene. Disturbing images of the shooting location depict the light blue sedan parked on the shoulder of the road with its door open, surrounded by forensic investigators and armed guards.
After the shooting that night, Saycon did evade the scene, prompting a province-wide manhunt. It was before 11pm when he ended up in Tanjay City Police Station (TCPS), where he turned himself in and surrendered his gun. A promise of an investigation close to the tragedy was given by the Regional Director to OneNETnews: "There will be no whitewash. This investigation will be conducted with full transparency, and anyone found liable will be held accountable under the law", said Ibay.
SMPS is at heightened security alert level with additional personnel on duty sent over by the Negros Oriental Police Provincial Office (NOPPO). The society is also coming to terms with the realization of losing their Police Chief in such a gruesome manner at the bar, and somewhat ambushed on that national highway. Today, the suspect is detained at TCPS on the weekend before its charges, probably, of 'PSSg. Saycon' is to be charged with numerous multiple counts of Murder.

Priego' (known online as "Yalu") is on a comprehensive Visayas tour, establishing his business trip to Metro Cebu by layovering the Negros Island Region (NIR). Following the installation of 10 personal computer pisonet stations in Bicol, Yalu is expected to travel to Cebu City this weekend. A Cebuano client is expected to pay a large tech order, which will enable them to roll out their pisonet business ahead of the holiday season.

This is more concerning due to a surge in online orders with mid-year bonuses for its delivery drivers, managers and staff of FE.
Flash Express was based in Thailand, and owned by the Chief Executive Officer (CEO) and founder himself named 'Mr. Komsan Saelee' started as an independent flagship courier service in early mid-March 2018, followed by the branch expansion in the Philippines on August 1st, 2021, managed by 'Engr. John de Guzman Tarampi'. Under the business name of 'Flash Group', the company has rapidly grown to become one of the largest e-commerce logistics providers in Southeast Asia.
On Tuesday (May 20th, 2025 -- Sibulan local time), people across towns and cities in Negros Oriental are in hot boiling water of frustration waiting to deliver the item goods big or small after the 2-week wait window lapses off whether internationally or domestically. POLICE REPORT THIS MORNING: A St. Paul University employee and Tricycle Driver fatally gunned down from an Unidentified Assailant in Sibulan town

SIBULAN, NEGROS ORIENTAL -- In a shocking incident that has left the community in mourning as Roque Silorio Pallalos, an employee of St. Paul University and a tricycle driver from San Jose, Negros Oriental was brutally gunned down by an unknown assailant on Monday morning at 6am (January 8th, 2024 -- Sibulan local time). The incident occurred at Purok Maisdaon, Brgy. Looc, Sibulan, the said province.
Police Major named Ricky Dacotdacot, chief of the local police in Sibulan reported that Mr. Pallalos was driving his pedicab towards Dumaguete City with his 6 y/o son, when they reached 'Sitio Mainit' in Brgy. Looc. It was there that an unidentified suspect on a motorcycle opened fire, fatally shooting Mr. Pallalos at the base of his body and skull, as attested by local witnesses.

Despite the sudden attack, Mr. Pallalos managed to drive his Pedicab Body #087 approximately 100 meters away from the crime scene before succumbing to his injuries. His son, who was with him during the incident, escaped unharmed. The motive behind the murder remains unknown as the investigation in Sibulan town is still ongoing.
Mr. Pallalos, a legal-age married man hailing from Brgy. Basiao, San Jose, Negros Oriental was en route to St. Paul University in Brgy. Bantayan, National Highway, Dumaguete City, Negros Oriental. The assailant's brazen act has not only claimed a life but also traumatized Pallalos's young son, who will now commute to the elementary school alone.
San Jose Mayor (Mel Nick Logronio) expressed his shock and concern on social media saying in part: "The brazen nature of his murder and the shocking fact a child witnessed the attack are cause for grave concern. I demand that the Provincial Government fulfill their promise to create a peaceful Negros Oriental by taking immediate action to end the spree of unsolved shootings that have plagued our province", he said in a local press statement via Facebook post (who is owned by Meta Platforms Inc.).

As a result of this dramatic tragedy events of the shooting incident in Sibulan town, classes at St. Paul University have yet to be temporarily suspended until early this week, providing an opportunity for the community to cope with the sorrow of losing a cherished member. Local authorities are urging anyone with information related to the incident may come forward and to assist in the ongoing investigation.
The incident has sparked renewed worries about the increasing count of unresolved shootings in the province, leading to demands for prompt measures to guarantee the community's safety of the Negrosanon people. As the investigation unfolds, the community anxiously awaits justice for Mr. Roque Silorio Pallalos, while grappling with the reality that their streets may no longer be as safe as they once believed in the worst city of Gentle People.

FLASH REPORT THIS AFTERNOON: Food Poisoning in Sibulan town killed local residents by eating a Red Fish [#OnlyOnOneNETnews]
SIBULAN, NEGROS ORIENTAL -- Two local children in Sibulan town died and 3 individuals as kids have been taken to hospitals in Dumaguete City, Negros Oriental after a reported food poisoning happened last Tuesday afternoon (February 28th, 2023 -- Sibulan local time).
In an exclusive interview as one family of the victims named Arellano Villacarlos, who was a local resident in the aforesaid town told OneNETnews in Cebuano dialect, families and children itself in Sibulan town eating Red Fish or "dubok" in the afternoon or dinner goes into the absolute food poisoning disaster. But in the end, both of their children aged 3 & 5 year olds have died around a few days later at the covered court in Sitio Kangsaging, Brgy. Looc, Sibulan, Negros Oriental. Other families and 3 individual sibling kids aged 1, 7 and 11 years old(s) are recently treated safely in the hospital of Dumaguete.
Local public markets in the entire town of Sibulan are in full alarm per radio interview with Neil CeriΓ±o Rio of 91.7mhz DYGB-FM's Power91FM: Dumaguete as Sibulan Vice Mayor named Dirkie Fontelo, the members of the council will soon declare a strict regulation and passing an ordinance of fresh food vendors, especially for those who are selling localized fish products here in the said town. This was after a food poisoning incident of its Red Fish because of the allegation that they ate a whole fish that was sold after 3pm. While the mother of the victim named Juliet Villacarlos-Estoconing also said that the justice will be done after the death of 2 nieces. OneNETnews cannot independently verify the authenticity of the said local interviewers.
Villacarlos' family calls out to the Bureau of Fisheries and Aquatic Resources (BFAR) for the sake of its affected families in Sibulan town: "Akong manawagan sa tanang katawhan na dili na ta mangahon na dubok na isda! Katong mga tinderang isda, ayaw na mo pagtindang isdang dubok kay naay mga inosente mga bata naa ingtungod sa dubok na isda. Bahala na ug mahal, basta lab-as na paliton ng presko", he said.

Negrosanons are advised to refrain from eating Red Fish as a pre-caution. It is best to seek the alternatives in the food pyramid rule of seafood, in accordance from the FNRI (Food and Nutrition Research Institute).
