My Rattata Nibble is Dark purple with Raggedy fur. He seems to be a Common Rattata and is still effected by Psychic moves but also Looks a lot like Alolan Ones.

Variations from the common aesthetics of a Pokémon can happen both if one of the parents is of a different species, or if one is a regional variant.
It's a little different than the species variations, however-- With most species variants, the 'mother' Pokémon is the one that determines the species of the young, while the 'father' simply has a chance to pass on aesthetics and possible typing.
With variants born from the same species, with one being a regional variant, it's simply a matter of whether or not the young takes the regional variation, or remains true to the Pokémon of your region. Aesthetics tend to mix a bit more since both parents are the same species, though I believe that the 'mother' Pokémon will still be the dominant determining factor in the typing and which regional variation is dominant over the other. - Odd
