She went on thinking they were soulmates of sorts and changed her name legally, whereas Padmé didn't even tell her she married. For Padmé the kind of intimacy Sabé wanted was impossible because these are her employees and her decoys, they're there to die on her place.
Who Sabé really knew and probably actually fell in love with, was Queen Amidala, not Padmé, because after all the facade and identitiy fuckery, even Sabé got lost in the tunnel vision of Queen Amidala vs Padmé.
