His name is William Fell and he's the captain of the pirate ship the Serpent. Before that he served as the sail master on the Gambit, got ranked up to pilot (navigator) a few months before the Gambit got caught in a naval battle (there's an ongoing war in his story). The splintered wood debris from a cannonball hitting the ship is what caused the injury to his face which inevitably made him loose his eye.

BEFORE all this, Will had found out the captain had forced himself upon Will's sister Alenna, and that along with Will finding out the captain, quartermaster and boatswain had plans to keep a large sum of the next prize to themselves, he found himself in quite a neat situation, alone with the captain in the water-filled decks of the ship. William, already injured from the explosion, killed the captain, and to the unfortunate fate of the quartermaster who witnessed it, he killed the quartermaster too.
