The legal age of consent is different all around the world. The oldest is 18 years old, but the youngest is 12 years old.

If you're going to say that they need to be of legal age to view your blog, you need to state what the legal age where you live is or you might have problems.

Where I live the legal age is 16, but I know there are places that have it being younger (Japan and Italy for example).

The best way to keep it safe for viewers is to make sure you include what age you consider legal.
