In what universe is it completely ethical to train young children to become little toy soldiers(wind them up then set the lose), fighting with the intention of disarming or killing their opponents... yet the moment someone so much as mentions human experimentation, everyone throws a fit? Unfortunately, such is true for the universe they're living in. That makes approaching this particular situation a little tricky.
According to his intel network in Sunagakure, there was a particular medic nin from Konoha who might have dabbled in such matters. However, Sandaime Kazekage had only one source and so he must confirm it himself... before he presented the medic nin with a proposal. An offer he can't refuse. So, Ryōzen has invited the nin to his study under the pretext of discussing the possibility of conducting a sort of exchange program between medic nins from their two villages-- since Tsunade was busy with Hokage work and Chiyo has been made was busy as well.
