In what universe is it completely ethical to train young children to become little toy soldiers(wind them up then set the lose), fighting with the intention of disarming or killing their opponents... yet the moment someone so much as mentions human experimentation, everyone throws a fit? Unfortunately, such is true for the universe they're living in. That makes approaching this particular situation a little tricky.
According to his intel network in Sunagakure, there was a particular medic nin from Konoha who might have dabbled in such matters.
