In the comics and this animated series, Apocalypse is chosen by the Celestials to carry out their will and essentially serve as a symbol and embodiment of evil or death. Cable, too, states in the original series that he views Apocalypse as the very embodiment of evil.
Yet, in the comics, various figures—including demons and gods—have repeatedly and consistently identified Vlad Dracula as the true embodiment of evil and drakness. He is evil incarnate.
I find it quite amusing and ironic that an Egyptian slave, once scorned for his hideous appearance, would strive toward a single goal for 5,000 years, only to have the top spot snatched away by a rich European nobleman of royal blood with beauty privilege.🤣😂
Also he and Dracula hate eachothers guts. Drac even made him kneel before him once.😁
