This is a hard one to say exactly: but I will say no!

Ghost Types are "ghostly" because their bodies have the ability to turn form a solid to an intangible state, sort of like mist, or other forms of matter change.

They also do have a heightened state of awareness of the supernatural, however there is no actual proof of a Phantump being the ghost of a dead child, most of that comes from the colorfully adapted tales of the Pokedex once again.

the pokedex is like a catalogue of Pokémon that already exist and there were active surveys and ways to put your input as a child, so what happens when a child decides to write down facts for unique creatures they don't understand?

You get old spooky tales and Pokémon that fell from the sky.

Now its hard to determine the supernatural, but if anything, most ghost types have a good sense on the supernatural and they don't seem to mean any harm.
