Minor spoilers for the manga but, Donovan Desmond has already met Loid/Twilight in the manga so I think it's unlikely that he's an esper (especially since Loid/Twilight was shown thinking about the mission during their conversation). Although, since he's such a high ranking government official I wouldn't be surprised if he does know about the program that was experimenting on Anya and Bond(psychic dog) and could potentially suspect Anya of being the missing experiment 007. So we could get a situation where Anya tries to read his mind and he addresses her as 007 in his mind, seeing if it causes her to react (the scene with Desmond and Twilight didn't include Anya)
As for the scars, those could also be connected to Project Apple indirectly. It's true that Desmond doesn't trust anyone and is extremely cautious so if he knows about the details of Project Apple and the existence of espers he might have taken precautions to keep telepaths from reading his mind (like Stanford Pines putting a metal plate in his head to keep Bill out of his mind in gravity falls). Meaning, it's possible he could be a blindspot for Anya's telepathy.
This is what happens when you only watch the anime, I suppose. I did wonder if the handshake was from Loid's perspective. Still, I don't think that necessarily rules him out as having his own abilities; his hypothetical power(s) could very well be something else other than what I described. It is a pretty big blow to my concept, though. I really do like your idea that his overly paranoid nature means he's afraid that things could backfire. Given that his biggest desire is to start another war, it's pretty clear he must be good at playing the long game. Would make sense to me if there are still espers under the government's control but what form they'd take is a little less certain to me. It is really weird that no one was sent after Anya since I think it's made rather clear that she escaped from the lab and then went into hiding at the orphanage she was found in. Really like the idea that he'll probably quickly put two and two together once they actually meet. Or it could very well be that it's him who ends up inviting her over to spend time with Damian once he realizes who she is, leading his kid on, making him think he's actually really proud of him (sorry, bud). Getting to know him better as a character is one of the things I'm most looking forward to, actually, since there must be a reason that Twilight - Westalis' best spy, after all - was sent after him in the first place.

Back when we thought some outside force was responsible for the destruction of the Order of the Guardians, I thought that Emilie Agreste was a descendant of said force.
The theoretical people who attacked the Guardians would naturally be from the same general region. IE: Asia. Some of them making their way to Europe over the next two centuries. They'd intermarry until their descendants were more "European" than anything else.
That's how Gabriel got the Miraculous and why there's so much butterfly symbolism going on in the Agreste mansion and why he seemed not to know anything about Miraculous before the start of the series.
Oh! And Emilie Agreste is based off Tara Strong who's Jewish, so headcanoning some Jewish ancestry in there too.
... Of course, Canon threw a wrench in that didn't it? But! That's not going to stop me from headcanoning Adrien as 1/8 to 1/4 non-white. Why? Well, I have 1/8 undetermined Asian ancestry so that probably has something to do with it.
Plus, the Canon "backstory" is kinda lame.

The Magicians writers did the same thing @joss did when they killed off Tara, a lesbian who suffered from mental health issues after being attacked by Glory. Joss splashed her blood all over her girlfriend to really kick the fans in the crotch.
