Arguably more new content than a third version would have anyway, considering it’s all new adventure and no retread.

Data for 200 older Pokemon that is a free download for all players, extending the Galar Dex to 600 by the end of the year. 

More new Pokemon than UltraSun and UltraMoon introduced.

Now consider the downsides.  The Gigantamax Starters weren’t in the original game.  Except, we’ve never had new forms for new gen starters before, at all.  Maybe you could argue that if we had Mega Forms for Kanto and Hoenn starters, we should have gotten these, but honestly, it’s a thin argument.

Then there’s the fact that this content costs money.  Should it cost money?  Well, paid DLC comes with some expectations.  It should be: 

1) New.  These are new areas, there are new Pokemon, characters, and quests. 

2) Distinct from the main game.  The Isle of Armor and Crown Tundra have a stylistic direction that is distinct from mainland Galar.  They’re based on places other than just England. 

3) Separate from the main story of the game.  It doesn’t seem like a piece of Sword and Shield that was gated off and resold as DLC.  Granted, if I had to guess, I’d say this kind of happened with the legendary birds and Regis, which could have originally been planned as filler for the Sword and Shield postgame the same way X/Y had the legendary birds, but I doubt they were going to make Galarian Forms for them until it became DLC.
