FOR THE RECORD A National ID System had been mandated into law as early as 1973 when President Ferdinand Marcos signed Presidential Decree No 278 instituting a National Reference Card System and creating the National Registration Coordinating Committee. The statute aimed 'to establish a system of positive identification of all Filipino citizens and foreign nationals in the Philippines, a system essential to insuring national security and affording convenience in the transaction of official business with government and private offices and agencies." However, the law was never enforced and neither was it rescinded. Succeeding Administrations, from Corazon Aquino to Fidel Ramos and Gloria Macapagal Arroyo, proposed their own citizens' identification system but failed to get it enacted by Congress. It was only during President Duterte's term that the Philippine Identification System Act came into fruition. Republic Act 11055 was signed on August 8, 2018.
