Act on the Rights and Regulation of Meta-Humans
[Act No. 42 of June 12, Y.23 â 23 years after Glowing Baby]
CHAPTER I GENERAL PROVISIONS
§ Article 1 (Purpose)
The purpose of this Act is to establish the legal status, rights, and obligations of individuals possessing meta-abilities (herinafter referred to as âQuirksâ), and to ensure public safety and the promotion of public welfare by establishing necessary regulations regarding Quirk-Related manifestations and oversight.
§ Article 2 (Definitions)
In this Act, the meanings of the terms set forth in the following items shall be prescribed in each of those items:
âBaseline Humanâ (hereinafter referred to as âBaselineâ): Individuals exhibiting no morphological or biological deviation from pre-Manifestation genetic norms;
âMeta-Humanâ: Any individual exhibiting a capability or a physiological trait categorized as non-Baseline;
âQuirkâ: Any inheritable or spontaneously manifested meta-ability, including but not limited to:
âą Emitter-type Abilities: abilities that produce, manipulate, or project energy, matter, or force;
âą Transformation-Type Abilities: abilities that temporarily alter the userâs physical form;
âą Heteromorphic Mutations: permanent or semi-permanent morphological deviations from Baseline human anatomy;
âQuirk Manifestationâ: The initial presentation of a meta-ability, whether voluntary or involuntary;
âQuirk Useâ: Any action, expression, or deployment of a Quirk, including passive biological functions that may impact the surrounding environment.
âPublic Safety Riskâ: Any circumstance, perceived or actual, in which Quirk Use or the presence of a Meta-Human Condition may disrupt public order or safety;
âSuppression Measuresâ: Medical, technological, or pharmacological intervention utilized to inhibit Quirk expression for the purposes of Social Integration;
âAuthorized Personnelâ: Agents of the National Public Safety Council (hereinafter referred to as the âNPSCâ) or the National Police Agency (âNPAâ) granted plenary authority to evaluate Public Safety Risk or administer Suppression Measures.
§ Article 3 (Classifications)
The NPSC shall classify Meta-Humans into the following conditions based on clinical evaluation:
Standard Condition: Meta-abilities that do not result in permanent morphological deviation and are deemed manageable;
Heteromorphic Condition: Individuals exhibiting permanent morphological deviations (hereinafter referred to as âStructural Anomaliesâ);
High-Risk Condition: Abilities that present substantial Public Safety Risk due to volatility or scale;
Restricted Condition: Individuals whose Quirk Use is subject to legal limitation or State-Sanctioned Procurement for the purpose of public service.
CHAPTER II - RIGHTS AND OBLIGATIONS
§ Article 4 (Recognition of Rights)
Meta-Humans shall be recognized as persons under the law; provided, however, that their civil liberties may be curtailed to the extent necessary to ensure the safety of the Baseline Population.
The government shall endeavor to promote fair treatment of individuals with morphological variations; provided, however, that such measures are economically feasible and consistent with Public Safety.
Discrimination is discouraged; provided, however, that this shall not apply where Quirk Type constitutes a bona fide public fear or regulatory conflict.
Nothing in this Act shall limit the authority of the NPSC to enact Emergency Asset Seizure of High-Risk individuals in the interest of Public Safety.
Nothing in this Act shall be construed to limit the authority of the NPA to establish guidance for educational bodies managing Quirk Manifestations.
§ Article 5 (Obligations of Meta-Humans)
A guardian of a Meta-Human shall report the Quirk Manifestation to the appropriate municipal authority within thirty (30) days of said manifestation.
Individuals shall submit to psycho-social and biological testing by Authorized Personnel upon demand.
The NPSC may enact Emergency Asset Seizure of High-Risk individuals when deemed in the interest of Public Safety.
§ Article 6 (Liability)
A Meta-Human shall be strictly liable for all damages caused by their Quirk, regardless of intent, involuntary manifestation, or third-party provocation.
CHAPTER III - INSTITUTIONAL RESPONSIBILITIES
§ Article 7 (Education)
Educational institutions may segregate students by Classification to prevent environmental contamination or manifestation of trauma among Baseline students.
§ Article 8 (Employment)
Employers may mandate the use of Suppression Measures as a condition of employment for individuals of non-standard classifications.
§ Article 9 (Medical)
Hospitals are granted Limited Immunity for injuries sustained by Meta-Humans during the administration of mandatory Suppression Measures.
CHAPTER IV - SUPPLEMENTARY PROVISIONS
§ Article 10 (International Recognition)
Equivalent regulatory bodies in allied nations shall be recognized as competent authorities for the purpose of information sharing, extradition, and cross-border enforcement.
The NPSC may enter into cooperative agreements with foreign agencies to ensure global standards for Quirk regulation and Public Safety.
§ Article 11 (Scope of Authority)
The NPSC is the primary regulatory authority.
§ Article 12 (Judicial Exception)
Actions taken by NPSC Authorized Personnel in the performance of their duties under this Act shall be exempt from standard civil review. Adjudication of such matters shall be the sole jurisdiction of the NPSC Oversight Council.

Article VII â Temporary Suppression Measures
§ 701. Conditions for Involuntary suppression.
Where an individualâs meta-ability (hereinafter âQuirkâ) is determined, pursuant to medical or administrative evaluation, to present a substantial danger to the individual or to others by reason of (a) mental illness, (b) physical impairment, (c) the ingestion or influence of illicit substances, or (d) any other mind-altering condition or circumstance, such individual may be subjected to temporary involuntary sedation through the use of approved Quirk-suppressant agents or abilities.
§ 702. Duration of Suppression.
(a) The period of involuntary suppression authorized under § 701 shall not exceed forty-eight (48) consecutive hours.
(b) Any continuation of suppression beyond the forty-eight-hour limit shall require documented, medically justifiable cause reviewed by the competent supervisory authority designated by the Government.
§ 703. Unlawful Extension; Penalties.
(a) Any continuation of Quirk suppression in violation of § 702 shall constitute medical assault under this Act.
(b) Any person, organization, or juridical person found to have willfully or negligently violated this Article shall be subjected to:
(i) an administrative fine not to exceed „20,000,000; and
(ii) imprisonment for a term not to exceed nine (9) years.
(c) Penalties under this Section shall be without prejudice to any additional sanctions available under other laws and regulations.

âYes,â Keigo replied, voice light and polite. âI apologize for the poor showing. Iâll increase my study hours at home.â
âYou wonât,â Aizawa said flatly.
He dropped his pen into a container and looked up. His dark, bloodshot eyes locked onto Keigoâthe same terrifying focus that made every student in 2-B want to crawl under their desks and every player on the pitch suddenly hyper-aware of their own breathing.
âYou just ran three kilometers of high-intensity drills looking like you were holding yourself together through sheer willpower. If you add three hours of English memorization on top of whatever wall youâre hitting, youâre going to collapse.â
Keigoâs smile didnât slip. It was too practiced. But his fingers twitched behind his back.
âI can handle it, sir.â
âI didnât ask if you could handle it,â Aizawa said, pulling an index card from his drawer. âI said you wonât. Your foster family called the principal twenty minutes ago. They asked us if we had mitigation steps. If your retake score does not hit sixty-five, they want us to intervene.â
A steady smile stayed plastered on Keigoâs face, even as his molars ground together. His foster parents hadnât issued threats or ultimatums. But they didnât need to; asking Aizawa to step in achieved the same result. The snare had pulled taut all the same.
âI need to pass the retake,â Keigo said, dropping the pretense and meeting Aizawaâs eyes. âWhatever it takes. I canât lose my spot on the team.â
Aizawa studied him for a long moment. No sympathy. No lecture. He leaned back, tapping the index card against his thumb.
âYou know,â Aizawa said, thoughtful. âThirty-two. You submitted every assignmentâlate, but submitted. Your homework average was a sixty-eight. Barely passing. Then you sit down for the diagnostic and write forty-seven words.â
Keigo said nothing, but his gaze fell solemnly.
âI read them,â Aizawa said. âThe words you did write? They were good.â
Silence.
âYouâre not failing because you canât do the work,â Aizawa continued. âYou struggle, but thatâs not the reason. Youâre failing because youâre frozen. Thatâs a different problem.â

The final bell rang. Keigo's shoulders had begun to ache. He needed to get to the locker rooms before the rest of the team arrivedâto adjust the binder, to tug the fabric down just enough so he could take a full breath before two hours of sprints.
He stepped out into the back hallway. The spring air was cooler here, blowing through an open window. He reached up, loosening his stiff collar with two fingers. Let out a long exhale he'd felt like he'd been holding since he got up.
First day down. No mistakes.
A faint scent began to drift through the corridor, carried by the breeze. Sharp and acridâburning paper and tobaccoâdrifting up from the alley between the gym and the back of the auditorium.
Keigo paused. Leaned over the windowsill, looking down into the narrow, unpaved ground below.
Nestled far out of sight of faculty windows was a lean figure in a rumpled uniform with a third-year badge, leaning against the brick wall. Black hair messy. Staring down at his thumb, where a tiny flickering blue flame hovered over the pad.
Lazily, he lifted the spark to the tip of a crushed cigarette, took a slow drag, let out a cloud of gray smoke that vanished into the afternoon sky.
He looked completely, inconsolably bored. Totally unbothered. Like the entire school, the world, and all the rules therein didn't even exist. Keigo stared, chest tightening with a sharp spike.
Must be nice, he thought. Must be real nice.
Down below, as if sensing eyes on him, the third-year turned his head. Through the smoke, a pair of bright turquoise eyes looked straight up, catching Keigo leaning over the windowsill.
Keigo's heart did a strange, violent flip. He snapped back instantly as his cheeks burned.
He pulled his duffel strap tight, turned on his heel, and finished his hurried strut towards the field. The ghost of those eyes burned in his mind.

He traced it with his thumb slowly, the rough callus of his thumb dragged over the scar, dulled but not entirely bereft of sensationâa reminder that he was still capable of feeling. Some days, the scar felt like a malignant blight, threatening to consume him until, finally, what was left of him was trapped within biomass that resembled his skin. Othersânormal and removed from the tone of 1980s dystopian animeâfelt like a map of the battles he fought in the war, a catalogue of choices made.Â
A huffed laugh escaped his lips.
âPretty bird,â Dabiâs rasp had once whispered against the shell of his ear.Â
âPretty bird,â the voice rasped now, echoing in his own subconscious.Â
Once a source of validation and passion, the phrase now closed around his throat. Suffocating. A memory of blue flame and the warmth that came with it. A heat that spread from his fingertips, up his forearms, traced down his spine, and eventually, settled into his abdomen.Â

The room suddenly felt colder as a sinking feeling began to twist uncomfortably in his gut. Reaching forward, he placed another stick of incense on the offering altar and lit it; his shaking hands were the only thing that betrayed his outward calm. He watched that burnt feather with rapt attention as the light, white smoke began to thicken in the air.Â
The intensity of the spicesâclove in particularâwas almost enough to make him crinkle his nose. It wasnât incense anymore. The smell became something scorched. Sulfuric. Something burnedâŠÂ Someone.
But he refused to leave his spot until he was certain.
After several long beats, the feather did not move.
He wouldnât acknowledge that voice.
Instead, he just bowed his head and continued his mantra.
âGood.â
âPeace.â
âMercy.â
âNecessary.â
He heard the incense snap and continued his mantra with growing urgency. Never once flinching. Never looking up. Just the mantra in silence.
âKas,â Hawks said gently. "Show me your wings.â
Kaskelâs breath hitched. Show me your wings. Four simple words that set the alarms off again in his body. It was better not to let anyone touch them.
âIâŠâ Kaskelâs voice cracked. âI donât⊠I canâtâŠâ
âYou can,â Hawks said, thumb stroking a slow circle against Kaskelâs temple. âIâm not going to hurt you. I just want to see.â
The tiny, jerky nod he had given wasnât a calculated decision. His body was betraying him, and it was the inevitable collapse of a dam that had been holding back his starvation for almost a decade. He was so incredibly tired of hiding. He was exhausted from treating his own biology like an original sin. Â
Kaskel squared against the bar, gripping the edge of the counter with white knuckles. The glossy varnish reflected vague distortions of his own, terrified gaze. Behind him, he could hear Hawks' steady breathing. He could feel the warmth radiating off of him and smell the cologne that would certainly become a triggering olfactory memory of this impossible night.
Slowly, Kaskelâs wings unfurled. First, in small, hesitant arcs with trembling feathers. He couldnât bring himself to spread them fully, but he opened them enough. The white axillae were exposed, and beneath, the soft, downy underwing that no one had touched.
He heard Hawks inhale sharply. It was quiet and sharp. As if he had seen something sacred, or utterly horrifying.
âGoddamn,â Hawks breathed.
Kaskelâs wings flinched. They tried to fold back in. But Hawkâs voice caught him.
âDonât,â Hawks said, low and gentle âDonât close up on me. Let me look.â
