You cannot convince me that Jack wasn't going to tell Gwen he loves her in this scene.
"What kept me going was the thought of coming back to you." He could have said Torchwood, or Ianto, or Tosh, or Owen. But he didn't. He said "you". He meant Gwen specifically.
He looked on the verge of tears, ready to pour his heart out to her. But then he stopped. He stopped because he felt that ring on her finger. He saw her shot at a normal life, a life he couldn't give her, and he immediately stopped.
The tears stopped, the conversation stopped. He immediately rerouted to a different subject. Because no matter how much he loves Gwen, he could not be selfish enough to take away her one shot at normalcy. A shot he wishes so deeply he could have.
And you see in Gwen's eyes she wants him to say it. The way her eyes are wide and expectant. It's like she wants him to tell her he loves her. Because she'd go with him at the drop of a hat.
Now, I am by no means a Gwen and Jack shipper. Gwack, if you will. But you cannot tell me that Gwen isn't Jack's Rose. Gwen is Rose if the Doctor had given her to Mickey. If Rose truly loved Mickey more.
You don't have to be a Gwack shipper, I know I'm not. But you can't deny SOMETHING was there. They are the biggest straightbait to ever exist.
