In a three-player game with players A, B, and C, If player A controls a creature, then players B and C each individually goad that creature, can that creature attack a planeswalker?

Goading a creature creates two attacking requirements for that creature. It both has to attack each combat if able and attack a player other than the player who goaded it if able.
When a creature is declared as an attacker, it must attack in such a way that it satisfies the maximum number of attacking requirements without violating any attacking restrictions.
Let's say that Player B has put Shiny Impetus on the creature and Player C has attached their Bloodthirsty Blade to it. When Player A is declaring attackers, their creature has four attacking requirements on it and no attacking restrictions. It has two requirements to attack each combat if able, one requirement to attack a player other than B if able, and one requirement to attack a player other than C if able.
It's impossible to satisfy all four requirements since there are no players it can attack other than B or C, so next we check to see if it's possible to satisfy three requirements. This is possible by attacking either Player B or Player C. Attacking a planeswalker isn't an option since doing so would only satisfy two requirements and so isn't a valid choice when one that satisfies more requirements exists.
TL;DR: Player A's creature must attack, and it must attack either player B or player C rather than a planeswalker.
