I think it could be interesting, but I have to disagree, for a few reasons. 

First, superhero movies as we know it can’t exist alongside the accords. Every movie would become a political dissection of human rights vs. doing what the UN tells them do vs doing the right thing. There’s only so much you can do before general audiences will get tired of the same conflict over and over again, even if you have variations in how they occur. 

Second, I think the world after Endgame will be dramatically changed, one way or another. If the world remembers everything that happened, I think they will adopt a “bigger picture” outlook, which is supported by comments that the next phase have a lot more space, and a lot less earth problems. I can’t see anyone supporting a politician that says “yeah half the population died and these people saved it but how about we threaten to take away their human rights, again?” 

If the world doesn’t remember it, all the writers have to do is drop them back pre-accords and wipe the slate clean, for the first reason I mentioned. Or maybe they’ll use that to create a version of the accords that’s more amendable. 

Now, that doesn’t mean that possibilities you mentioned wouldn’t be interesting to explore, I just don’t think Feige wants to pigeonhole the MCU into one very focused conflict. The thing that has made the MCU so successful is how they tackle very different conflicts in different sub genres with different moods. It was good to see how the accords were affecting Hank and Hope in Ant-Man and The Wasp, but for general audiences...I just don’t think there’d be enough interest in that to sustain it long term. And I think it’d get really depressing, tbh. 

We also know that Phase 4 is supposed to be taking us away from Earth, and into more galactic territories. But that could go either way - maybe because they won’t be focusing on earth they can keep the accords around with minimal interference, or maybe they’ll just undo it since it’s unimportant to their new plans. 

Matt doesn’t quite have the biggest name recognition but I think that’s for the best. Plus he looks like Cyclops a little bit. Anyway one of his more well known roles is on High School Musical: The Musical: The Series where he played EJ Caswell who kind of goes through all of Cyclops’s greatest personality traits but toned down, so I think he can pull off the deeper aspects of Scott Summers very well.

Anyway, as I was thinking about him being Cyclops it hit me that the MCU could do something really interesting with the Classic Cyclops-Jean Grey-Wolverine love triangle. This is of course under the assumption Dafne Keen continues playing Laura Kinney/X-23 and takes up the mantle of Wolverine which she does in the comics.

So in the comics there are some hints that Laura is bisexual or at least bi-curious (she seems to have some interest in Jubilee) so we have an interesting dynamic with the classic X-Men love triangle, but much more interesting is the fact that it could be an actual love triangle. Instead of just Wolverine and Cyclops fighting for Jean Grey there could also be some romantic tension between them as well.
