To be able to do the touch screen moving, you have to get the secret store room! Meaning, you gotta pay off your current loan, and pick that as your next one. It only costs 158,000, so it's easily covered in one island trip. After you get it, go back to Nooks, and Lottie will be there to explain it, and then you'll be able to do it!
