Scientists say the US is at a “pivotal moment” in its pursuit of technological supremacy as its quantum information science lead is threatened. A major new engineering research plan, Engineering Research to Advance Quantum Technologies, warns politicians and business executives that the US could lose its competitive advantage if it doesn't prioritize engineering and manufacturing issues now. Which was funded by the NSF and released by the Engineering Research Visioning Alliance (ERVA), suggests that a coordinated national plan for scalable, real-world platforms must replace laboratory-based “proofs-of-concept”.
Global Strategic Advantage Race
Things have changed worldwide since the US discovered quantum science's core theories. China and the EU are heavily funding quantum research and engineering ecosystems. China has quantum computing and quantum communication goals, whereas the EU invests in testbeds and cluster ecosystems to coordinate.
Brian Gaucher, co-chair of the ERVA task committee, said these countries are coming up and have outperformed the US in several areas. Quantum leadership is a strategic asset that affects economic strength, national security, and global competitiveness, not just academic pride. Experts say the US may lose its leadership in a technology that might transform financial networks, defense systems, and cryptography without rapid, coordinated action.
Physics Labs to Factory Floor
The ERVA paper argues that engineering to integrate, develop, and scale these systems for practical use is the bottleneck, not scientific breakthroughs. Quantum science remained in regulated physics labs for years. These technologies must be powerful, manufacturable, and serviceable to enter the economic and strategic mainstream.
This shift away from “physics-first” thinking toward engineering-focused solutions. Four primary research areas underpin this new strategy, according to the plan:
Quantum, Materials
Future quantum devices require quantum-specific materials. Materials engineering at temperatures and sizes distinct from standard electronics is difficult. This involves cryogenic packaging and quantum signal transduction improvements. Because optical and microwave photons convey quantum information, specialized detectors are needed.
Quantum Biology
The intersection of biological systems and quantum physics could revolutionize healthcare and diagnostics. Quantum sensing technologies could enable ultra-sensitive measurements that can detect early symptoms of neurological diseases like Parkinson's disease or provide novel wearable diagnostics and medical imaging tools. Scientists are also studying “nature-inspired” quantum instruments and bio-quantum uses that could revolutionize medicine administration and biological systems.
Compute and Quantum
Despite public attention on “qubits” and system size, the ERVA analysis shows that systems engineering is the key to economic viability. This requires reliable interconnects, scalable cryogenic infrastructure, and components that can sustain long computations at very low temperatures. Quantum error correction, vital for reliable computing but hampered by a global talent shortage, remains an engineering bottleneck. New methods that allow autonomous refrigeration unit component replacement without interrupting computations must be reliable, available, and serviceable.
AI/quantum
Quantum information processing and AI should accelerate research in both fields. AI algorithms are improving quantum experimental design and error prevention. Quantum algorithms may improve AI inference and training for jobs that traditional computers cannot, such as simulating complicated protein structures for drug discovery.
Future Battlefield and National Security
This engineering rivalry has serious strategic implications for national defense. Modern defense societies believe quantum technology will lead to battlefield supremacy. Quantum sensors that can navigate without GPS and quantum-encrypted communication systems that are immune to cyberattacks are possible uses.
Quantum-enabled materials may improve manufacturing resilience and energy efficiency, ensuring US economic stability. Similar to the semiconductor industry's early years, when planned fabrication and material investments established the framework for the digital economy.
Sustainable Ecosystem Building
The ERVA strategy requires unprecedented collaboration between government, business, and academia to achieve these goals. During the semiconductor era, common fabrication facilities, cooperative testbeds, and industry standards infrastructure were vital.
This plan emphasizes creating a trained workforce. Advanced systems engineers and quantum scientists are sought. This requires creative academic programs, industrial internships, and strong public-private collaborations. US photonic chip and cryogenic equipment production and supply chains are essential for innovation.
Critical Decade Ahead
The next decade will determine whether quantum technologies fulfill their “transformative promise” or remain in specialized research labs. Policymakers are taking action as private companies raise money to test quantum-enhanced chemistry and logistics solutions and federal agencies begin post-quantum cryptography studies. These endeavors must be more widespread and persistent to compete with foreign enemies' coordinated measures.
The ERVA strategy is more than a technical document—it urges the nation to prioritize quantum engineering research. The paper concluded that the US will have the foundational research to lead the quantum age if it can close the discovery-deployment gap.
