The empurata was an attempt from the system to silence megatron and orion, while megatron isn’t easily reached, the guy literally living in iacon is.

He gets abducted a few weeks before the council meeting and no one hears from Orion again, the damage to his memory bank was purposeful too, not only did it erase his memories but it gave him amnesia, he can’t hold onto memories for too long, you could tell him your name and a few days later he’ll forget it.

As a result of his amnesia he never really returns home and no one knows where orion is and are worried sick out of their mind, Megatron assumes that he git cold feet and abandoned the cause at fge last second, and Orion? Man who’s Orion, he doesn’t know his name.

All he knows is people tend to call him Optimistic so he named himself Optimus, he wrote it down somewhere on his armour so he wont forget.
