Its not sunstreakers or sideswipe fault they willing worked with shockwave but it is their fault, they're warned and continued on, Its kinda worse cause shockwave always does his part of the deal.
Human shockwave is technically a better person than cyber shockwave but that's because he hasn't had enough time yet. He's also not at war so he has more morals and by that orion reminds him of his morals when he has his bad days. He has hurt less people due to this and the only thing he truly harms are the quintessons, ignoring all the experiments with people. His experiments may not be safe or sane but atleast they are consensual. He has good intentions and he always upholds his part of the deal but He is the head scientist and he does bring tons of trauma.
