No, no one is going to willingly take a high level, high responsibility job that demands 10+ years of increasingly responsible experience and >50% travel for $110k/year on US benefits. It is not going to happen. Reduce the responsibility level, increase the pay, or reduce the travel and partially do one of the others and you might get someone.
If your ad for a one person EHS department for a several-site facility or a large, complex manufacturing site out in the boonies at $80k is still unanswered after nine months, you are doing something wrong. And it's the pay/responsibility combination. Spoiler alert.
If you want a regional IH specialist to support two large, complex manufacturing sites out in two different states' boonies, you should consider letting that person be centrally located at at your headquarters or another big city, work remotely when they're not on site, or pay market rate and not cap advancement for the role at strictly mid. You are limiting your applicant pool to the TINY local communities where the two sites are located, and guess what: the person you want doesn't live there and isn't going to move there for that little money and no chance of advancement.
Your lab techs, even if they are taking iaq samples, cannot be "their own EHS support." That is not how this works.
