Här är brevet i sin helhet:

Vi som är engagerade i svenska frikyrkor har med sorg och bestörtning sett politiken genomdriva en allt hårdare migrationspolitik under det senaste decenniet. Vårt samvete tvingar oss att mot detta höja våra röster.

Med detta brev vill vi särskilt protestera mot förslaget att återkalla vissa permanenta uppehållstillstånd och ersätta dem med tillfälliga uppehållstillstånd – och i andra fall utvisa människor som stadgat sig och byggt upp ett liv i Sverige (SOU 2025:99).

Flera tunga remissinstanser har redan uttryckt stark kritik mot lagförslaget, bland annat Advokatsamfundet och våra trossyskon i Svenska Kyrkan.

Förslaget strider dels mot svensk förvaltningsrätt, där gynnande myndighetsbeslut inte ska rivas upp annat än i mycket sällsynta undantagsfall. Den rättsosäkerhet som uppstår när lagenligt beslut plötsligt dras tillbaka är också något som Regeringsformen förbjuder för beslut med rättsverkan (kap.2 §10 Regeringsformen).

Än värre är den bristande känsla för etik som lagförslaget ger uttryck för. Ett sådant statligt agerande är helt enkelt grymt, eftersom det kastar delar av befolkningen ut i osäkerhet. Det fjättrar människor i ett tillstånd av permanent otrygghet. Denna form av grymhet går på tvärs mot det fokus på existentiell hälsa som regeringen gett Folkhälsomyndigheten i uppdrag att verka för. Om lagförslaget går igenom kommer utfallet göda depression och desperation.

Delar av regeringsunderlaget brukar tala om kristna värderingar. Exempelvis har Kristdemokraterna vid sitt riksting föreslagit att respekt för ”kristendomens unika ställning” är en sorts ”politisk kanon” för det svenska samhället.

Den textsamling som är kristendomens kanon, Bibeln, är mycket tydlig med att respekt för migranter inte är förhandlingsbart: ”Invandraren som bor hos er skall ni behandla som en infödd. Du skall älska honom som dig själv, ni var ju själva invandrare i Egypten” (3 Mos 19:34).

I Bibeln är brist på gästfrihet mot utsatta något som politiska ledare ska ställas till svars för (Hes 16:49, Jer 22:1–6). Berättelsen om Jesus intensifierar budskapet, då han dels under sin barndom själv var flykting och dels är en person som behandlades som rättslös, som sköts mellan olika juridiska instanser och handläggare för att till slut avrättas. Därför identifierar sig också Jesus, hela världens domare, med dem som behandlas med grymhet och brist på omsorg (Matt 25:42–46).

Som medborgare, som medlemmar av civilsamhället och som bekännare av Jesus vill vi nu tydligt uppmana dig, migrationsminister Johan Forssell, att motverka det omtalade lagförslaget. Denna form av grymhet gynnar varken enskilda människor eller vårt samhälle i stort.

Vi uppmanar dig att hålla fast vid rätten till permanenta uppehållstillstånd, och även att verka för att permanenta uppehållstillstånd återigen blir normen.

Vi uppmanar dig vidare att med all makt verka för att lägga om den nuvarande riktning i migrationspolitiken som kännetecknas av hårdhet och retroaktiva beslut till nackdel för invandrare. Det är dags att visa på en ansvarsfull politik både för den som är född innanför och utanför Sveriges gränser.
