I play on my Cactuar alt for one evening and I witness this. Was up on the balcony after a quest and looked down in time to see these guys ride into town declaring they were here in shout. No idea what was happening, but they seemed to be having a great time with all their dhalmel. After looping around the aetheryte they all flew off out of town.

While attempting to nibble at a tree on a nearby isle, this dhalmel lost its footing and fell. As it plunged towards certain death, the fervent desire to live awakened its latent ability to harness the wind, and thus did it soar to safety. This may or may not have happened, but let’s say it did.
