#Repost @kyivindependent_official with @use.repost_ . . . The third round of direct talks between the Ukrainian and Russian delegations in Istanbul will take place on July 23, President Volodymyr Zelensky said in his evening address on July 21.

The previous round of talks took place on June 2 in Istanbul, following a May 16 meeting after a years-long freeze.

Earlier in the day, Zelensky noted that the meeting would focus on three key issues: the return of prisoners of war, the return of abducted children, and preparations for a leaders’ summit.

“The agenda from our side is clear,” Zelensky wrote on X. “It is clear to all that truly effective talks can only take place at the level of national leaders.”

Opening meeting of the 2024 Session of the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization.

The Special Committee on the Charter (which is constituted of the entire membership of the Organization) will hold a general debate during its opening plenary meeting, in which delegations will consider the role of the Organization in the maintenance of international peace and security and in the peaceful settlement of disputes.

The 25th Annual Conference of Amended Protocol II of the CCW will take place on 14 November 2023, in Room XIX of the Palais des Nations, in Geneva, Switzerland.

Agenda Item 1 - Opening of the Conference Agenda Items 2-6 - Procedural issues

The following procedural issues will be addressed:

Agenda item 2 Confirmation of the nomination of the President and other officers

Agenda item 3 Adoption of the agenda

Agenda item 4 Confirmation of the rules of procedure

Agenda item 5 Appointment of the Secretary-General of the Conference

Agenda item 6 Organization of work including that of any subsidiary bodies of the Conference

High Contracting Parties are encouraged to provide updates on their efforts to implement Amended Protocol II.

Under this agenda item the issue of universalization will be addressed, and delegations may wish to brief the Annual Conference on their efforts to promote the universalization of Amended Protocol II at the regional, sub-regional and national levels.

In accordance with the mandate given by the High Contracting Parties at the APII Annual Conference in 2018, the Presidency will give presentations, in its national capacity, on Article 10 on "Removal of minefields, mined areas, mines, booby-traps and other devices and international cooperation". Delegations are invited to share, on a voluntary basis, their experiences pertaining to the implementation of the respective provisions.

Delegations are also invited to address any other matters pertaining to the status and operation of the Protocol.

Delegations will be invited to consider matters arising from reports by High Contracting Parties according to Article 13 (4) of the amended Protocol.

Provisional Programme of Work

The Group of Experts meeting of the Convention on Certain Conventional Weapons (CCW) Amended Protocol II will take place on 09-10 November 2023 in Room XIX of the Palais des Nations, Geneva, Switzerland.

1. Opening of the meeting

The President-designate of the 25th Annual Conference of Amended Protocol II will open the 2023 Group of Experts meeting and outline the Programme of Work.

2. Universalization

The President-designate will provide an update on universalization efforts carried out to date. Delegations may wish to brief the Group on their efforts to promote the universalization of Amended Protocol II at the regional, sub-regional and national levels.

The President-designate will inform about the implementation of the obligation to submit national annual reports by High Contracting Parties.

The Group of Experts shall review the operation and status of the Protocol and consider matters arising from the national annual reports, as well as consider measures to increase the rate of national reporting and consistency of the current reporting methodology in the framework of Amended Protocol II.

High Contracting Parties that have an interest in sharing information on other matters relevant to the Protocol and it implementation are encouraged to do so under this item.

3. Operation and status of the Protocol
