soap is fundamentally made from fat and alkali, which is the principle behind saponification, which is when corpses in cold lakes don't float up to the surface (because too cold) and instead develop a white soap shell. bleach is alkali. your skin is fat.
all this to say, the reason it feels slimy when you get bleach on your hands is cause your skin is turning into soap
