Why are you saying Ciel didn't grow? Either of them. Wasn't it just that he didn't grow much? Undertaker said he let them grow, or something like that, to be the same size.

Because neither of them grew at all since the day real Ciel was killed. Undertaker saying that he made sure real Ciel grew at the same rate as our earl was a joke.
Reanimated corpses donāt grow. Might be different if real Ciel had been truly revived, but thatās not the case here.
And weāve been constantly reminded throughout the earlier chapters that our earl wasnāt getting any taller. Not at all. And it is really annoying to him. Particularly since people keep asking him if heās grown.
Claus asks about it, as part of his greeting, in ch1.
Sebastian mentions it in ch2 (because they replaced the cane that Finny broke, and Sebastian says itās a shame he didnāt even need a longer cane).
Sebastian has made other comments about it, most notably when he says that humans change so fast, so he finds it odd that his young master hasnāt changed at all since they met... and our earl kicks him, saying he doesnāt want to hear it from a demon who hasnāt changed in centuries.
Undertaker asks about his height during one of his discussions with our earl, and itās once again confirmed that he hasnāt grown at all.
Lizzie takes note of it in ch66, after the egg hunt, when she thinks about how much taller she is than him now, how she wears flat shoes to not add to the height difference, and ponders what happened to him between the attack and his return to the manor.
Nina takes his measurements and exclaims her excitement about the fact his measurements havenāt changed. Not a single measurement. Not one iota.
So, yeah. Undertakerās comment about making sure that real Ciel grew at the same rate was just a joke about how our earl hasnāt grown any taller in almost four years.
This lack of physical growth is a plot device, making it possible for an almost 14 yo boy to still be the same height as his mirror twin who died at the age of 10. If our earl had grown taller in this timeframe, he and his bizarre doll twin could no longer be switched out or confused for one another. Undertaker couldnāt actually make bizarre doll Ciel grow, so it is convenient to him that our earl didnāt.
