He's most likely funded by supporters from the outside who still believe in his cause. If he absolutely has to go out and get more supplies, he heavily disguises himself to avoid suspicion. Or he steals them as a last resort.

I have a question about Dr. Crowne: How does he get his “patients”? Does he just get a white van and snatch them up or does he do specific things to chose who’s going to be his next test experiment?
The first ones came to him voluntarily so he can cure their diseases, and his most hardcore followers went with him to his underground clinic where he started his parasite research.
And after that did he begin kidnapping subjects in order to not be detected by the police again (he probably doesn’t have his license anymore after going to prison, if they found out he was still practicing medicine they would be maaaaaaaaad)

Thinking of a Smiling Friends episode for each of them and here's what I've got:
Frances: Pim and Charlie help Frances create the world's best macarons, meanwhile Akai and Mr. Boss fight over who's the best at their job.
Matamis na Kanta: one of the MnK boys is damaged and the duo have to find the correct replacement part for him before their next concert.
Lady Blossom: Charlie accidentally dies again and ends up in the teahouse, where he helps Lady Blossom get over her need to have her guests be happy all the time, while the rest of the Smiling Friends crew try different ways to resurrect him.
Alien King: Pim and Charlie temporarily convince Alien King to go vegan to prevent more deaths, but when they learn he will die without eating meat, they quickly try to reverse this.
Matchabun: Allan and Glep wind up in the floating garden town and are irritated by how obnoxious Matchabun and his crew are. In order to leave they accept Matchabun's game of hide and seek, which leads to dangerous consequences.
Caramel Pop: Obligatory Halloween episode. Pim and Charlie are thrown into Dr. Rosewater's experiment where they have to navigate the mansion, and try to do something about Caramel Pop's reckless behavior before she hurts herself and others.
Dr. Crowne: keeping his patients happy while evading the police has Dr. Crowne super stressed, so the guys help him find better ways to cope.
Archibald: Christmas episode season finale. Archibald holds Mr. Boss hostage and demands everyone find him flesh to eat in exchange for his life. Pim, Charlie, Allan and Glep hurry to find enough meat within a few days, but grow closer to each other in the process.
