Not really a request, just something i'm wondering about. Since the Eldest bat moved to another city, to vigilante over there. What exactly is that city? How does it compair to gotham in terms of livability? Is it better, is it worse? How's the hero to area balance? Is it just the Eldest, for a large or small city? Or do others hang around? How's crime there? Does Eldest work it like bruce (Deterance through fear) or like Jason (I AM THE CRIME!)? ITS JUST SUCH A BLANK AREA THAT I FIND SO INTERESTING! I WANT MORE DETAILS!
checking tumblr after 500 years, I'm still not writing anything yet and I'm hoping I'm not completely falling out of writing anytime soon.. I'm trying to get back to it but it's hard, but this request actually intrigued me! I love worldbuilding even though I'm not too great at it, but let's discuss.
I don't think I've ever explained it intricately, just throw it in here and there in various fics I've written, but yes, Eldest Bat has moved out of Gotham after Dick eventually took the Robin title.

The Eldest Bat has moved to somewhere on the coast of the USA instead, and not on the archipelago that is Gotham. He's still close to Gotham, but a little bit up north. On the lower right corner box, his city would be on the L-shaped indent on the land where Brooklyn, NY (where Sandman is) pointed towards.
His city is actually a port city! The city is often covered in fog, for whatever reason. Maybe I could think of an explanation for this, maybe pull up some whatever demonic bullshit like how Gotham has Barbatos in its city. But for now, I'll shamelessly admit it is for aesthetic reason.
The city is called "Grey Port." (simple, I know... But I'll never be as iconic as Jerry Siegel, who literally created a hero named Superman who comes from a small village called Smallville and moves to a big city literally called Metropolis... I aspire to be him.)
Grey port is very dull in its aesthetic. Living up to its name, it's always grey due to the fog and smoke, and it's humid and always chilly even during summer. Like, rainforest kind of humidity, but not that much, because it's still an industrialised city.
Deterrence through fear is definitely what the Eldest is popular for, but unintentionally. He's not at Jason's level of committing crimes—surprisingly!—it's just that, in the Eldest's method of vigilantism, the most efficient way to do something is when you have to do something illegal along the way. Several. He's confident in it, too, because he knows he could never get caught.
So, it's more like he doesn't intentionally try to instil fear into criminals, as a matter of fact, he tries to be fun during vigilantism, but it's just that fear is one of the few default feelings you could have for him as a criminal/his enemy. It's either fear or contempt, and most commonly it's both.
In terms of liveability, definitely better than Gotham. You could NOT go lower than that. It's Gotham's thing to be shitty and dark and miserable, where people still live there because the rent costs like a dollar per month, and I'll respect that. (This is a joke, I know Blüdhaven is worse.)
Grey Port is riddled with crimes, but not to the same insane intensity. As a matter of fact, after the Eldest Bat stopped being "Robin" and became his own thing, if someone asked him, he would've said it's like he's on retirement with how easy-going his city is sometimes. Sure, sometimes insane things happened. Like how Grey Port is situated on the coast of the water, where several demonic aquatic entities definitely live and want him gone, and some parts of the cities are kind of cursed—some long since history, some are... The Eldest's fault—and John Constantine kinda hated him for it, and the economy is kind of struggling, but it's nothing dire. The Eldest Bat helped economically in some part as his civilian persona's job as a Private Investigator (he definitely does more than a PI is supposed to do sometimes), but usually he just beats up bad guys for fun.
Usually, harder missions for him would be when he has to go to Gotham or Blüdhaven to help his family. That's when the kind of more insane, harder crimes he's used to would happen. Really interesting crimes/situations don't really happen in Grey Port, but it does so once every blue moon. And the Eldest never really tells anyone that it's happening until it's already over, and he'd casually mention it like "oh yeah, the other day Grey Port kinda split open. Insane, really. I didn't know demonic entities could do that!"

Actually, special bonus fact, but I'm thinking that Eldest Bat's "Robin" mantle wasn't actually called Robin when he first took the name. Maybe it could be another bird like Cardinal, but not Robin. Robin is something special to Dick; it was what his mother called him, and no one would ever know of that. It could symbolise changing the title into something brighter, more hopeful for Gotham. Eldest wasn't that to Gotham, so him being of a different title as a predecessor works best. Robin is something Dick really started, and he'll always turn to that name even when he's Nightwing. The Eldest doesn't.
