Obsidian Giratina is the most powerful fusion, as it is composed of four individuals—Hammert, Bular, Adam, and Draal—merged into this gigantic being. It was thought that the fusion of Draal, Hammert, Bular, and Adam would result in a blend of the four; no one imagined they would grow to the size of a Titan, let alone take the form of Giratina.

not that Toby wouldn’t have or couldn’t have the potential in due time with practice, and he’s not exactly without pure of heart to perform well. but Draal especially really would’ve fit the role eventually around season 1b premiere (right after bulars death) or s2 when he helped Jim escape the darklands.

he genuinely needed that character development (and quite frankly, a human trollhunter to realize what was happening above ground, as per Merlin’s reasoning for picking Jim in the first place) for him to even be considered a good hunter, methinks, because his arrogance right off the bat in the s1 wouldn’t have done him justice alongside the fact that he’d have been blindsided by a lot of what was going on behind the scenes without a human hunter to go searching for changelings and the bridge.
